China’s 14th five-year plan 擁抱十四五融入雙循環高峰論壇 中央今個星期安排由國務院港澳辦副主任黃柳權率領的宣講團來港，透過多場會議，向各界包括特區政府高官、立法會、工商金融界、青年團體等介紹《十四五規劃綱要》，讓香港社會各界更好地掌握《十四五規劃綱要》中的國家發展戰略和對香港不同範疇的支持。 MES創始人兼董事總經理呂靜儀測量師及城市規劃與建築信息模擬總監陳伯勤先生有幸受邀參加由香港中國企業協會及香港貿易發展局聯合主辦的「擁抱『十四五』 融入『雙循環』」高峰論壇，今日（8月24日）上午9:30-12:35，於香港會議展覽中心舉行。國務院港澳辦、國家發改委、科技部、人民銀行等機構領導、專家學者及香港工商界代表將出席活動，就國家「十四五規劃」、香港未來持續發展繁榮、特區融入國家發展及內外雙循環等議題進行廣泛深入的交流。 Previous Next 十四五規劃綱要 中國「十四五」規劃綱要強調，加快構建以國內大循環為主體、國內國際雙循環相互促進的新發展格局。參加系列宣講活動的人士認為，在這一新格局當中，香港應當也有能力積極成為國內大循環的「參與者」和國際循環的「促成者」，為自身發展帶來活力和機遇。 以國內大循環為主體，意味着中國把發展的立足點更多放在國內，持續擴大內需，辦好自己的事情。對香港而言，內地超大規模市場優勢以及促進內需的一系列措施是重大利好。一段時間以來，中國內地在香港特區出口中的比重約佔六成左右。香港企業無疑要緊緊抓住「十四五」機遇，特別是以粵港澳大灣區為切入點，更好把握內地市場。 重點金融創科 這其中，科技創新是香港特區融入國家經濟「內循環」的快車道。在2020年舉行的第三屆中國國際進口博覽會上，5G體溫檢測智慧型機械人、家居檢疫電子追蹤手環等來自香港企業的展品讓人印象深刻。未來，香港應加強與內地在基礎研究、平台基地建設、人才培養、成果轉化等方面的合作，提升自身發展質量。 「十四五」規劃綱要提出，支持香港提升國際金融、航運、貿易中心地位，強化全球離岸人民幣業務樞紐、國際資產管理中心及風險管理中心功能等。這有助於香港優勢產業在國際循環中發揮更大作用。 與此同時，「十四五」規劃綱要還對香港賦予了新的定位，包括支持香港提升國際航空樞紐地位、建設國際創新科技中心和區域知識產權貿易中心、發展中外文化藝術交流中心。這些舉措勢必會為香港發展注入新動能。正如中國有關官員在宣講會上所說，香港應當發揮好內地與國際的「超級聯繫人」作用，促進暢通國內國際雙循環。
